Are Sidewalk Vendors Entrepreneurs or Public Nuisance? Boon or Bane?

The current traffic jam may be partly caused by choking of thoroughfares because the pedestrians are spilling over the streets because of sidewalk vendors. And complaints are increasing especially from motorists and pedestrians alike from this incomprehensible chaos.
Despite the tiangges flea markets and night markets, sidewalk vendors sprout like mushroom and magic everywhere especially before and during Christmas. How do we handle them?
On one hand they are opportunity seizing and just want to make a decent living. The govt. does not have to feed them or put them under its welfare. On one hand, they are nuisance to public order?
What do you suggest?
