BOI Withdraws Perks for Power Companies

PHL Board of Investments (under USEC Panlillo?) recently withdrew incentives for power generating companies. This came at a time that the country will soon experience shortage of power in coming years because of increasing power demand. However perks will remain for the renewable power sources.
The main reason for the withdrawal of perks are:
l. The power cost in PHL is one of the highest in Asia, the perks have not helped lower the power costs; they have not been passed on the consumers;
2. The power companies have been making money.
Is the BOI correct in withdrawing the incentives at this time?
What are the other options for reducing power costs?
What is the timeline for reducing power costs in PHL to make it competitive?
