The reason why Thailand seem to be doing well with its poverty alleviation/livelihood program is its tolenrance and support of vendors. They seem to be ubiquitous and there is no police visibility for shakedown or tong.
I would say they are not paying taxes. Compare that with MMDA and PNP behavior towards vendors. We could have done better in this small arena. Probably, their carts are provided for or standardized:
The ambulant vendors and they sell good food (even in front of big malls)
P.S. I tried to go over the ambulant vendors and the street food vendors in the Phil.; I saw in one of the city halls that we are holding out on our own on this area.

\ Fresh fruits: pineapple, watermelon, papaya and giant guavas; with ice to keep cold and fresh
However, many of these food vendors are wanting in food safety and hygiene and pleasant customer service (only rude to Filipino tourists?)
