A student showed me a booklet containing the strategic plan (vision mission) of a city in Luzon. Without soliciting comments from me, I thought he was fishing for comments. While the things to do were clearly spelled out, the vision of making the city a center for something, I noted:
l. did not come from the things that the city has, or they were not clearly spelled out;
2. the things to do were not focussed on the vision, nor were the benefits clearly spelled out.
The study could have been more coherent and really strategic.
