China encouraged certain provinces and towns to be cluster for piano, wood products and other export items, NZ encouraged agricultural and dairy products, US in partnership with UPS encouraged small and medium sized US companies to do business world wide. The Korean government directed companies to invest in strategic business like the heavies, appliances and electronics. Maybe we have this in the Phil, but may not be so noticeable and passionate or focused..
